Administrative centralization is a form of administrative regulation on which goveriunent administrations are lxased. It is merely a form of public scrvice performance. It is well known though that managing and offering public scrvices centrally is restricted to the sovereign government aut cities, while others can be managed non-centrally whether on the municipal level (municipal administration) or the facility one. None of those interested in the field of public administrasion can miss the legal, political and administrativc aspects of administrative centralization system. Nor can they miss die gaps and llaws resulting from such a systein should it be applied in a country in the form of administrative focalization; the most extreme form of administrative centralization. 

In the present research, we shall attempt to explore the problematic of administrative centralization and its role in the performance of public services. We shall focus on its legal aspects and the laws which emerge after practical application both in Syria and other countries. 

تعد المركزية الادارية واحدا من اساليب التنظيم الاداري التي تقوم عليه الادارات الحكومية . وهي لاتعدو ان تكون احد اساليب اداء الخدمات العامة . الا انه وكما نعلم فان ادارة وتقديم الخدمات العامة مركزيا يقتصر على المرافق الحكومية السيادية , اماباقي المرافق فيمكن ادارتها بصورة لامركزية سواء تعلق الامر بالامركزية المحلية(الادارة المحلية) او اللامركزية المرفقية.ولايخفى على احد من المهتمين في علم الادارة العامة الجوانب القانونية والسياسية والادارية لنظام  المركزية الادارية ,كما لا يخفى عاى هؤلاء الثغرات والعيوب التي يخلفها هكذا نظام إذا ما طبق في دولة ما بشكل متطرف وباشد صورة وهو التركيز الاداري . ونحن اذ نحاول في هذا البحث طرح اشكالية المركزية الادارية ودورها في اداء الخدمات العامة فإننا سنقتصر على ابراز جوانبها القانونية والثغرات التي برزت على مستوى التطبيق العلمي سواء في بلدنا سورية او غيرها من الدول .
