This research aims to identify the Leadership competencies for first cycle supervisors in the basic learning, in addition, it aims to define the degree of those competencies. It also aims to know the effect of variables like: (sex, experience, scientific competent) and to make training courses in defining Leadership competencies for first cycle supervisors.

To achieve these aims, a check has been made to identify the degree of Leadership competencies for the supervisors. This check contains" Personal competencies, human competencies, vocational competencies. " This check has been fulfilled on people of basic society which consists of (36) supervisors in Damascus province, and (65) supervisors in the countryside of Damascus province for the year (2008-2009). The result of this study showed no census differences between the supervisor's evaluations due to the study of variables: "sex, experience, scientific competent", according to their training needs. This shows that the variables of experience and scientific competent have no effect on the supervisors evaluations for their Leadership competencies, and that the evaluations of the supervisors who have higher experience in their work have equaled the evaluations of the supervisors who have less experience in their work too.

Census differences were found between the supervisors evaluations for their Leadership competencies according to the variables of training courses. These differences were of great benefit for the supervisors who made more than one training course, and this shows that these training courses were not built on defining the Leadership competencies for the supervisors, and for this reason, those training courses were not effective, but a waste of physical and material chances.

 يهدف البحث إلى معرفة الكفايات القيادية اللازمة لموجهي الحلقة الأولى من التعليم الأساسي و درجة توافر ممارسة تلك الكفايات، والتعرف على أثر كل من متغيرات الجنس، الخبرة، المؤهل العلمي، والحصول على دورات تدريبية في تحديد درجة ممارسة الكفايات القيادية لموجهي وموجهات الحلقة الأولى من التعليم الأساسي. ولتحقيق هذه الأهداف أعدت استبانه لتحديد درجة ممارسة الكفايات القيادية للموجهين التربويين تنطوي على مجالات عدة: الكفايات الشخصية، الكفايات الإنسانية، الكفايات الإدراكية (التصويرية)، الكفايات المهنية". وقد تم تطبيق هذه الاستبانة على جميع أفراد المجتمع الأصلي المكون من (36) موجهة وموجه تربوي في مدينة دمشق، و(65) موجهة وموجه تربوي في محافظة ريف دمشق، وذلك في العام الدراسي (2008-2009). تم إستخدام المنهج الوصفي التحليلي في انجاز هذا البحث، و بينت نتائج الدراسة عدم وجود فروق ذات دلالة إحصائية بين تقديرات الموجهين التربويين حسب متغيرات الدراسة: "الجنس، الخبرة، المؤهل العلمي" لكفاياتهم القيادية ، وهذا يدل على أن متغيري الخبرة والمؤهل العلمي لم يكونا ذا تأثير في تقديرات الموجهين التربويين لكفاياتهم القيادية ، وأن تقديرات الموجهين التربويين ذوي الخبرة الأعلى في مجال عملهم تكافئ تقديرات الموجهين ذوي الخبرة الأقل في مجال عملهم!! كذلك فإن تقديرات الموجهين التربويين الحاصلين على إجازة جامعية، ودبلوم تأهيل تربوي كانت مساوية، بالعموم، لتقديرات الموجهين التربويين الحاصلين على أهلية تعليم ابتدائي!!. ووجود فروقات ذات دلالة إحصائية بين تقديرات الموجهين لكافة كفاياتهم القيادية حسب متغير الدورات التدريبية المتبعة، إلا أن هذه الفروق كانت لصالح الموجهين الذين خضعوا لأكثر من دورة تدريبية، وهذا يدل على أن الدورات التدريبية التي خضع لها الموجهون التربويون لم تبن على أساس تحديد الاحتياجات التدريبية للموجهين التربويين، ولذلك لم تكن تلك الدورات مؤثرة وفعالة.
