إن ما يعيش فيه العالم من متغيرات عديدة بعد نهاية الحرب الباردة وتزايد الاتجاه المطرد نحو تدويل الحياة الاقتصادية بكاملها وتسارع العلاقات فيما بين الدول في مجالات التجارة والسياحة والتكنولوجيا والتمويل والاستثمار وغيرها من الفرص التي تتيحها العولمة الاقتصادية، كل هذه التداعيات تمخضت عنها دواعي توحيد التوجه الدولي وصهره في ثقافة كونية واحدة مما أدى إلى تزايد التكتلات الاقتصادية التي تعدت حدود تحرير التجارة لتغطي كافة أوجه الحياة المعاصرة، حيث بعدما ظل العالم لفترة يعتبر أن منظمة التجارة العالمية هي الإطار القانوني الوحيد لتحرير التجارة العالمية، فقد أدى ظهور كم هائل من التكتلات الاقتصادية إلى الحديث عن ظهور حالة من التنافس بين تحرير التجارة في إطار منظمة التجارة العالمية ووفقا لأحكامها، وتحريرها في إطار هذه الترتيبات الإقليمية الجديدة.
