The research include an analytical study of the reality of the agriculture and production planning process of rain fed wheat crop in the province of Idleb as sum, and in the administrative areas of Idleb as average during the period (2001- 2010), in order to identify the development of agriculture and production of this crop, and the impact of the deviation in the value of some productivity indicators to the value and rate of the deviation in the implementation production compared with what is planned.

To achieve the research objectives it has been used various economic analysis tools particularly for agricultural planning topics.

The most important results indicate to the existence of a clear defect in the planning process of rain fed wheat crop, in the province of Idleb as whole, as well as in each of the administrative areas, particularly in the productivity indicator, which impact on the rates of implementation of the production plans of this crop as an average during the studied period, where the rates of the implementation of all studied plan indicators in this stage reached just (27.78%).

The index of the planted area in all administrative regions has been performed, except in the region Harem, where the deviation was negative, while the deviation of the productivity index was negative in all areas, and in the whole province, which was also the case with the production index.

At the end of the research, has been identified some guiding values which are useful to develop more accurate and objective production plans of rain fed wheat crop.

تناول هذا البحث إجراء دراسة تحليلية لواقع عملية تخطيط زراعة وإنتاج محصول القمح البعل في محافظة ادلب كمجموع ,وفي مناطقها الإدارية  كمتوسط خلال الفترة (2010-2001),بهدف التعرف على واقع تطور زراعة وإنتاج هذا المحصول ,وأثر الانحراف في قيم ونسبة بعض المؤشرات الإنتاجية في قيمة ونيبة الانحراف في الإنتاج المنفذ مقارنة مع ما هو مخطط. استخدام لتحقيق أهداف البحث مختلف أدوات التحليل الاقتصادي الخاصة بموضوعات التخطيط الزراعي. تشير أهم النتائج إلى وجود خلل واضح في عملية تخطيط محصول القمح البعل ,سواء في محافظة ادلب ككل أو في كل منطقة من مناطقها الإدارية, وخاصة فيما يتعلق بمؤشر الإنتاجية، الأمر الذي أثر على نسب تنفيذ خطط إنتاج هذا المحصول كمتوسط خلال الفترة المدروسة ,حيث بلغت نسبة تنفيذ جميع مؤشرات الخطط خلال الفترة المدروسة فقط (%27.78).

نفذ مؤشر المساحة المزروعة في جميع المناطق الإدارية ,ماعدا منطقة حارم ,فقد كان الانحراف فيها سلبيا ,في حين كان الانحراف سلبيا لمؤشر الإنتاجية في جميع المناطق ,وفي المحافظة ككل ,وكذلك كان الحال فيما يتعلق بمؤشر الإنتاج .

في نهاية البحث ,تم تحديد بعض القيم التوجيهية التي تفيد في وضع خطط إنتاجية لمحصول القمح البعل أكثر دقة وموضوعية .
