 States and international organizations, led by the United Nations, have played an active role in the protection of refugees and stateless persons, However, the increase in the number of refugees throughout the world and the aggravation of their problems in search of safety because of their suffering as a result of modern armed conflicts led to the need for an international refugee law and a permanent solution for stateless persons, Resulting in the conclusion of several agreements in order to give these groups greater attention and treatment in the light of international law.

 قامت الدول والمنظمات الدولية وعلى رأسها منظمة الأمم المتحدة بدور فعال في إطار حماية اللاجئين وعديمي الجنسية, إلاّ أن ازدياد عدد اللاجئين عبر العالم، وتفاقم مشاكلهم بحثاً عن الأمان بسبب معاناتهم جراء النزاعات المسلحة الحديثة، أدى إلى ضرورة وضع قانون دولي للاجئين وإيجاد حلٍ دائمٍ لعديمي الجنسية, الأمر الذي تمخض عنه إبرام العديد من الاتفاقات من أجل إيلاء تلك الفئات اهتماماً أكثر ومعاملة خاصة في ضوء القانون الدولي.
