 Drugs are one of the most serious problems threatening our contemporary world and they are not related to the individual alone, nor to a specific society, but rather extend to all societies in all countries of the world, extending their effects to all human, economic, social, health and security aspects, which led to international efforts to intensify and address this dangerous phenomenon and combat it.

It is proven that any country cannot combat drugs on its own, and international cooperation is the way to build a drug-free world, especially since the drug problem is a general and shared responsibility that requires a fully integrated and balanced approach with the purposes and principles stipulated in international conventions on drug control, after having Every country in the world is not immune to this problem and its damage in light of the technological acceleration, globalization and the speed of communications and transportation that made drugs a transnational crime.

The International Criminal Police Organization (Interpol) had an important role in encouraging international police cooperation to combat this crime, the efforts of these countries were to conclude a set of agreements, most notably the New York Convention of 1961 and the Vienna Convention of 1988, as these agreements are complementary to each other, to include measures to monitor the cultivation of The production and distribution of drugs, and limiting their trafficking to medical purposes.

 إن المخدرات هي واحدة من أخطر المشكلات التي تهدد عالمنا المعاصر وهي لا تتعلق بالفرد وحده، ولا بمجتمع بعينه، وإنما تتعداه إلى كافة المجتمعات في كل دول العالم ممتدة آثارها إلى جميع الجوانب الإنسانية والاقتصادية والاجتماعية والصحية والأمنية، مما حدا بالجهود الدولية للتكاثف والتصدي لهذه الظاهرة الخطيرة ومكافحتها.

والثابت أن أي دولة لا تستطيع أن تكافح المخدرات بمفردها، وإن التعاون الدولي هو السبيل لبناء عالم خالٍ من المخدرات، سيما وأن مشكلة المخدرات تعتبر مسؤولية عامة ومشتركة تتطلب اتباع نهج متكامل ومتوازن تماماً مع الأغراض والمبادئ المنصوص عليها في الاتفاقيات الدولية الخاصة بمكافحة المخدرات، بعد أن أصبح كل بلد في العالم ليس بمنأى عن هذه المشكلة وأضرارها في ظل التسارع التكنولوجي والعولمة وسرعة الاتصالات والمواصلات التي جعلت من المخدرات جريمة عابرة للحدود.

فكان للمنظمة الدولية للشرطة الجنائية (الانتربول) دوراً هاماً في تشجيع التعاون الشرطي الدولي لمكافحة هذه الجريمة، تمثلت جهود هذه الدول في إبرام مجموعة اتفاقيات أبرزها، اتفاقية نيويورك لعام 1961، واتفاقية فينيا لعام 1988 فهذه الاتفاقيات متكاملة مع بعضها البعض، بحيث تضمن تدابير لمراقبة زراعة وإنتاج وتوزيع المخدرات وقصر الإتجار بها على الأغراض الطبية.
