 In this research, we have addressed one of the previous restrictions on the freedom of administration in contracting, which is a preliminary procedure for concluding the administrative contract, namely the financial credit, which plays an important role in the process of concluding the administrative contract, as we addressed this topic by stating the nature of the financial credit and its importance, then we explained the controls for using the financial credits allocated in the state's general budget, then we addressed the freedom of administration to conclude its contracts in the event of the availability of financial credit, and we explained the fate of the contracts concluded by the administration in the event of the unavailability or insufficiency of financial credits, and we concluded with some results and proposals at the end of this research.

     لقد تناولنا في هذا البحث أحد القيود السابقة على حرية الإدارة في التعاقد، والذي يعد اجراء تمهيدي لإبرام العقد الإداري ألا وهو الاعتماد المالي، والذي يلعب دوراً مهماً في عملية ابرام العقد الإداري، حيث تناولنا هذا الموضوع من خلال بيان ماهية الاعتماد المالي وأهميته، ثم بينا ضوابط استخدام الاعتمادات المالية المرصدة في الموازنة العامة للدولة، ثم تطرقنا لحرية الإدارة في ابرام عقودها في حال توفر الاعتماد المالي، وبينا مصير العقود التي تبرمها الإدارة في حالة عدم توافر الاعتمادات المالية أو عدم كفايتها وخلصنا إلى بعض النتائج والمقترحات في نهاية هذا البحث.
