 تبرز حاجة الدول إلى التخطيط الاستراتيجي لصياغة استراتيجيتها القومية والوطنية، التي ترسم بدقة خيارات السياسة الخارجية للدولة، فالتخطيط له أهمية كبيرة في تحقيق الأهداف كونه عملية علمية تعتمد على التفكير وجمع المعلومات وتحليلها بتجرد وموضوعية.
