 There The principle of universal criminal jurisdiction is based on granting the national courts of states the authority to prosecute the perpetrators of the most serious international crimes that threaten international peace and security, regardless of the connection between the prosecuted state and the crime being prosecuted, so states begin to adopt the application of this principle as a measure of legal and judicial procedures and mechanisms. Which contributes to achieving international criminal justice, and despite the role that the application of this principle plays in achieving international criminal justice, its application entails risks that reflect negatively on the basic principles of friendly relations established under the provisions of international law, especially the principle of the sovereignty and independence of states and its branches. These principles include other principles, such as the principle of the inadmissibility of interference in the internal affairs of states, and this is what we will highlight in this research.

 يقوم مبدأ الولاية القضائية الجنائية العالمية على منح المحاكم الوطنية للدول صلاحية ملاحقة مرتكبي الجرائم الدولية الأشد خطورة، والتي تهدد الأمن والسلم الدوليين، وذلك بغض النظر عن الصلة بين دولة المحاكمة والجريمة محل الملاحقة، فتشرع الدول في تبني تطبيق هذا المبدأ كإجراء من الإجراءات والآليات القانونية والقضائية التي تساهم في تحقيق العدالة الجنائية الدولية، وعلى الرغم من الدور الذي يلعبه تطبيق هذا المبدأ في تحقيق العدالة الجنائية الدولية، إلا أن تطبيقه ينطوي على مخاطر تنعكس سلبا على المبادئ الأساسية للعلاقات الودية المقررة بموجب أحكام القانون الدولي، لا سيما مبدأ سيادة الدول واستقلالها وما يتفرع عن هذه المبادئ من مبادئ أخرى كمبدأ عدم جواز التدخل في الشؤون الداخلية للدول، وهذا ما سنسلط الضوء عليه في هذا البحث.
