The concept of soft power is a relatively recent concept at the level of international relations. Relations between countries often employ soft and hard power tools, and the most successful countries in employing these tools are the most attractive and influential in international relations.

The research deals with the study of soft power in terms of using the term and defining it, which is based on employing some sources and resources in building this power, which has an impact on international relations, and on the role and effectiveness of countries’ foreign policy.

The researcher used the descriptive approach to collect and analyze data on how soft power is used in international relations. ومفهوم القوة الناعمة من المفاهيم الحديثة نسبياً على مستوى العلاقات الدولية، فغالباً ما كانت العلاقات بين الدول توظف فيها أدوات القوة الناعمة والصلبة، وأكثر الدول نجاحاً في توظيف هذه الأدوات هي أكثرها جاذبية وتأثير في العلاقات الدولية.

يتناول البحث دراسة القوة الناعمة من حيث استخدام المصطلح والتعريف بها، الذي يرتكز على توظيف بعص المصادر والموارد في بناء هذه القوة، التي لها تأثير في العلاقات الدولية، وعلى دور السياسة الخارجية للدول وفاعليتها. 

استخدم الباحث المنهج الوصفي لجمع وتحليل البيانات حول كيفية استخدام القوة الناعمة في العلاقات الدولية، وخلص البحث إلى نتائج أبرزها: أن التحول من القوة التقليدية الصلبة إلى القوة الناعمة يجعل العالم أمام مرحلة جديدة في العلاقات الدولية وأمام نظام عالمي جديد، وأن القوة الناعمة والتي تتمثل في القدرة على التأثير على الآخرين من خلال الجذب وليس الإكراه، تشكل أداة حاسمة لتحقيق النتائج المرجوة في العلاقات الدولية، والدور الذي تلعبه القوة الناعمة يشكل ضرورة أساسية لتعزيز السلام والاستقرار والتعاون في النظام الدولي، ويوصي البحث باتباع نهج متوازن يجمع بين استراتيجيات القوة الناعمة والصلبة لضمان الأمن وحماية المصالح الاستراتيجية.
