| Abstract |
The United Nations emerged as a result of World War II, and replaced the League of Nations due to its ineffectiveness in achieving international peace and security. Hopes were placed on the serious international organization at that time to achieve global peace and stability, but it also failed in confronting many international crises, due to the dominance of the five major countries. Therefore, making it restricted and ineffective in achieving its goals. As a result of the restriction of the role of the United Nations at the international level, the need emerged to reform it and activate its role. The process of reforming the United Nations faces a set of internal and external obstacles. At the internal level, it is difficult to amend the Charter, which made the veto immune from amendment, in addition to the external obstacles represented in its essence by the absence International will and international consensus on reform, in order to preserve the interests of the dominant countries, which have gained multiple advantages under the current UN Charter, in addition to the increasing unilateralism in the international community, the decline in reliance on institutional work, and the fear of adding new members to the Security Council, which may lead to the slowness of its work. In resolving international crises.

| الملخص |
برزت الأمم المتحدة كنتيجة للحرب العالمية الثانية، وحلت محل عصبة الأمم لغياب فعاليتها في تحقيق الأمن والسلم الدوليين، وعلقت الآمال على المنظمة الدولية الجدية آنذاك لتحقيق السلم والاستقرار العالمي، إلا أنها فشلت هي الأخرى في مواجهة العديد من الأزمات الدولية، وذلك نظرا لهيمنة الدول الخمس الكبرى عليه، مما جعلها مقيدة وغير فعالة في تحقيق أهدافها. ونتيجة لتقييد دور الأمم المتحدة على المستوى الدولي، برزت الحاجة لإصلاحها وتفعيل دورها، وتواجه عملية إصلاح منظمة الأمم المتحدة مجموعة من المعوقات الداخلية والخارجية، فعلى المستوى الداخلي، يصعب تعديل الميثاق، مما جعل حق النقض محصنا من التعديل، إضافة المعوقات الخارجية المتمثلة في جوهرها بغياب الإرادة الدولية والتوافق الدولي على الإصلاح، حفاظا على مصالح الدول المهيمنة والتي اكتسبت مزايا متعددة في ظل الميثاق الأممي الحالي، إضافة إلى تزايد النزعة الانفرادية في المجتمع الدولي وتراجع الاعتماد على العمل المؤسسي، والخشية من إضافة أعضاء جدد في مجلس الأمن الذي قد يؤدي إلى بطء عمله في حل الأزمات الدولية.
