The Palestinian refugee issue is one of the largest displacement cases in the world, where there are about (7.3) million Palestinian  refugees out of a total of  17 million refugees distributed around the world. In other words, Palestinian  refugees now constitute 43% of the total number of refugees in the world. The  international  community must therefore fined durable solutions to this dilemma for the  Palestinian  people, accordingly, the right of voluntary return to the home country of each refugee – guarantees  refugees their safe return and dignity,  based on sound information received by the refugee in advance on the conditions of their future -  the best solution for the various refugee issues, especially for the Palestinian refugees, a right that has  special sanctity  in international human rights law.

تمثل قضية اللاجئين الفلسطينيين واحدة من أكبر و أطول قضايا التهجير في العالم، حيث يوجد حوالي(7.3)  مليون لاجئ فلسطيني من إجمالي سبعة عشر مليون لاجئ يتوزعون في مختلف أنحاء العالم. وبعبارة أخرى، ويمثل اللاجئون الفلسطينيون حالياً ثلاثاً وأربعين في المائة (%43) من إجمالي عدد اللاجئين في العالم. لذا كان لابد للمجتمع الدولي من إيجاد حلول دائمة لهذه المعضلة بحق الشعب الفلسطيني, وعليه يعتبر حق العودة طوعا إلى الديار الأصلية - أي المستند إلى الخيار الحر لكل لاجئ، والذي يكفل للاجئين عودتهم بأمان ويحفظ لهم كرامتهم، والمبني على معلومات سليمة تلقاها اللاجئ مسبقا بشأن ظروف مستقبله - الحل الأمثل لقضايا اللجوء على اختلافها،لا سيما للاجئ الفلسطيني, وهو حق مستقل يحوز على قدسية خاصة في القانون الدولي  لحقوق الإنسان.
